Job Opportunity: Non-Executive Chairperson

Chichester BID is seeking to appoint a dynamic non-executive Chairperson to lead the BID into its third term (2022-27) and deliver revised business objectives. The BID provides Chichester with a voice for our collective of service, retail and hospitality businesses and levy payers; and leadership to ensure Chichester city centre remains a vibrant and prosperous place in which to do business, shopping and attract new visitors.

Core Role

  1. To ensure that the mission statement of Chichester Business Improvement District (BID) is adhered and strive to achieve its success
  2. Chairperson of the Board:
    a. To chair Board Meetings and manage the governance process (company secretariat, government controls, legal compliance and best governance practice)
    b. To be a signatory and accountable for the business accounts (financial direction, controls and preparation of annual accounts)
  3. To provide oversight in the BID3 Ballot process
  4. To be the public face of the BID:
    a. Legal representative under company law
    b. PR and Comms: media interviews, In My View copy and backup, fronting meetings of levy payers and citizens, writing the introduction to the annual levy leaflet, making the Annual report to the AGM
  5. BID liaison:
    a. To engage with BID Levy payers across all sectors, to chair the annual AGM and other Open Meetings of Chichester BID
    b. To attend regular meetings with Chichester District Council, Chichester City Council and West Sussex County Council, ChiBAC and other key stakeholders as required
  6. To provide day to day management through Chair’s action, staff support and attendance at the weekly ops meeting:
    a. To engage with the management team regularly and stay well-informed in order to deal with relevant work-related issues; to manage and meet the BID Operations Manager as required
    b. To oversee HR management, best practice and compliance, payment of salaries

Person Specification
• An understanding of retail & commercial business, local authorities and the environment within the City of Chichester
• Good communication skills in order to represent the BID to various organisations, partners and individuals
• An understanding of both local and national Government, and the policies and strategies affecting and influencing the economy
• A basic understanding of the planning process
• Customer engagement experience and knowledge of the marketing mix and communications

• Previous governance experience as a Chairperson
• Up to 20 hours of volunteer weekly time available to service current issues within Chichester city centre and direct the BID appropriately
• Time management and organisation skills
• A management qualification or membership
• Experience of conflict resolution
