Following a period of consultation with businesses across the city centre, Chichester BID has developed a Business Plan setting out its vision and priorities for a new five-year term.
How do I get a copy of the Business Plan?
The Business Plan will be available digitally to download from 1 September from the Chichester BID website. The official Notice of Ballot, issued by Chichester District Council, will follow on 20 October 2026.
If you have any questions about the ballot process, you may find the answers below. If your question is not covered, please do not hesitate to contact the Chichester BID team (link to contact us on website).
Do I need to complete the proxy form to vote?
Only if you wish to appoint someone else to vote on your behalf. If you intend to vote yourself, you do not need to complete the proxy form. Applications to appoint a proxy must be submitted to the Ballot Holder, Chichester District Council, by 9 November.

Will the BID levy increase if businesses vote in favour of a new term?
Yes. The proposed BID levy will rise to 1.7% of the rateable value of each property or hereditament in the BID area throughout the proposed BID term. No inflationary increase will be applied during the lifetime of the new BID term.
When will ballot papers be sent out?
Ballot papers will be issued by Chichester District Council on 20 October and posted to all eligible voters.
How long do I have to vote?
The ballot is conducted entirely by post. Completed ballot papers must be received by the Ballot Holder no later than 5.00pm on 19 November.
I have more than one property or hereditament within the BID area. Should I just return one ballot paper?
No. Each property or hereditament in the BID area will receive a separate ballot paper and corresponding return envelope. Each ballot paper should be returned in its own envelope to ensure every vote is counted.
I haven’t received my ballot paper. What should I do?
If you, or your appointed proxy, have not received your ballot paper by 13 November, you should contact the Ballot Holder to request a replacement. Evidence of your identity may be required before a replacement ballot paper can be issued.

I’ve accidentally damaged or spoilt my ballot paper. Can I get another one?

How does the vote work?
For the BID proposal to be successful, it must achieve what is known as a double majority. This means:
- A simple majority of those voting must vote in favour of the proposal.
- Those voting in favour must also represent a majority of the total rateable value of all votes cast.
Both conditions must be met for the BID proposal to be successful.
When are where will the outcome be announced?
Votes will be counted on 20 November and the official result declared by Chichester District Council shortly afterwards. Chichester BID will also publish the outcome on its website and communication channels.
